1. Cappelli Brothers Cigar Company
Topping the list is Cappelli Brothers Cigar Company. Located at 211 S. 13th St. in Washington Square, the hookah bar and tobacco and vape spot is the highest-rated hookah bar in Philadelphia, boasting 4.5 stars out of 77 reviews on Yelp.
