Ellendale Mayor Speaks Out After Halloween Shooting That Killed 17-Year-Old Love Cannon

Written by on 5 November 2026

Ellendale Mayor Samuel Noto is speaking out for the first time since the Halloween night shooting that killed 17-year-old Love Cannon of Seaford and left eight other young people hurt.

The shooting happened around 10 p.m. on Saturday, Oct. 31, in a field off Old State Road, just outside the town limits. Cannon was the only person killed. The eight others who were shot, ages 17 to 22, are recovering.

Noto said he is devastated by what happened and is looking for ways to keep it from happening again. He said the town will review what it has done in the past to curb violence around holidays and large gatherings — including cameras recently installed at that corner, which are aimed mostly at traffic — and look at stepping those efforts up. He also noted a similar shooting happened at the same location a couple of years ago, and said the town has dealt before with large gatherings being hosted in that space.

The mayor said he hopes to bring the community together in the coming weeks to talk through solutions and hear ideas from residents, and he encouraged anyone with concerns to come to a town council meeting to get the facts.

As of Wednesday, no arrests had been made. Delaware State Police say a low number of witnesses is making the investigation difficult, and the shooter remains at large. The town has turned over all of its Halloween night camera footage to investigators. Ellendale Police Chief Bruce Von Goerres said the perpetrator will be apprehended and brought to justice.
